A complex and costly context
In Béziers Méditerranée, renovating the drinking water network represents a major budgetary challenge.
Nearly 60% of the pipelines are over 50 years old, and the average renewal rate remains around 0.5% per year.
Each isolated construction project generates millions of euros in additional costs and causes long-lasting disruptions for residents, in a dense urban area where coordination between public works departments is essential.
Scattered data and manual processes
Before adopting TWIN, planning relied on breakage models and Excel files that were complex to keep up to date.
GIS data was difficult to access, and every new analysis required many hours of manual work.
The technical department needed a tool capable of cross-referencing water network data with roadwork schedules, to identify synergies between projects and reduce costs.
Results : coordinated planning and optimized investments
The local authority now uses TWIN to combine technical data (age, material, break history, risk zones) with infrastructure planning data (roadworks, electricity, gas, fiber optics).
The tool identifies optimal time windows to coordinate interventions and avoid “digging the same street twice.”
TWIN automatically ranks the most at-risk sections, and generates maps and statistics to test different renovation scenarios.
This quantified analysis supports the development of a multi-year investment plan shared between municipalities, ensuring transparent and well-documented decisions.
TWIN allows us to isolate the most critical 6% of the network for each scenario, graded from A to D, and to build a shared investment plan.

Controlled costs and transparent decisions
Thanks to this approach, renovation costs are optimized and disturbances for residents are reduced.
The authority can now easily identify the best time windows to combine interventions — avoiding redundant works and maximizing coordination.
Elected officials now have a shared, data-driven view that simplifies decision-making and strengthens trust between departments.
